God Almighty created this universe so that He may be cognized... For cognition to occur, it was important that there be someone who possesses awareness of the creative elements, various species of creations, and the knowledge of individuality. For the fulfilment of this, God taught Insan* (Those individuals who learn the knowledge of Ilm al-Asma (the knowledge of Divine Attributes or Formulae of Creation) and fulfil their responsibilities as vicegerents) the administrative programmes of the universe. Since this knowledge is directly related to the creator’s creative formulae, the status of Insan became that of vicegerent to God.
When God Almighty appointed Insan as His deputy and vicegerent, it was self-evident that Insan had the rights to control every domain in the universe created by God, that is, in the light of Ilm al-Asma (Knowledge of the Divine Names), God delegated the ways of keeping the universe operational and established. In the Holy Quran, God Almighty refers to these rights of vicegerency as His entrustment.
When we discuss vicegerency, it is pertinent that we understand the fundamental status of this universe. The principles, rules, and formulae upon which this universe has been created; the rules, regulations, and proportions upon which the universe operates – the integrated programme of all these factors is termed ‘Takveen’. Just as they refer to the administrative sectors of any country, similarly, the system of the universe is called Takveen.
When we reflect upon the wisdom of Takveen, an inevitable topic comes forth for discussion: How did this universe come into existence?
Spiritual experts share that the formation of the universe comprises of four domains. When the first stage of the universe came into existence, resources did not play any role in it. This domain of the universe where individuals within it exist without any resources, is called ‘Abda’. This is not just the point of origin of the universe, but also the first domain of universal governance. This implies that the existence of the universe came about without the need for resources.
God Almighty stated, “Kun! (Be),” and the universe came into existence. When various forms and features, movements and pauses became predominant in Alam-e-Moujudaat (The Realm of Existence), and the different stages of life began to unfold, ‘Khalq’, the second domain of Takveen, came into existence. The third domain of Takveen is ‘Tadbeer’, where all the actions and movements that take place in the lives of all existence, is arranged sequentially (time and space). The fourth domain is ‘Tadalla’, that is, the fate and destiny of an individual which is compiled as per the administrative programme, is activated.
Summary
With the commencement of the first domain of Takveen, the entire universe came into existence, but the existence was without any resources. However, our observation is contrary to this. We notice that nothing exists without resources. When we reflect on the inventions, various creations, and new things that have spread across earth, we do not observe a single thing that is not dependent upon resources. However, the introduction to the Creator of the universe is that, He is not dependent on resources to create. Through God’s will & authority, the resources transform themselves on their own, assume forms and features, and are manifested in the universe.
In the second domain, the individuals in the universe gained the knowledge that they had movements and pause inside them and that every individual in the universe is bound to have form and features. The movements began in this second domain. When the universe came into existence without resources, there were no patterns of movements and pauses inside it, nor were the individuals in the universe self-aware. It was nothing but a state of wonder. When movements started, in the second domain, a sequence ensued in the lives of those that existed, and they realized that they were with an individual identity. When the entire existence became aware of their individual identity, and that they have movements and pauses inside them, they dependent on the endowments of fate and destiny.
The are four domains of Takveen (administration):
1. Creation without resources
2. The commencement of movements
3. Sequence and self-awareness
4. The creations are dependent on the endowments of fate and destiny
Mankind has been bestowed with the knowledge of these four domains so that they can fulfil their duties as vicegerent of God and operate the administrative programmes. The clear difference bestowed by God is that, when Insan operates the system of Takveen through their status as vicegerent, they are dependent on resources, while in the case of God Almighty, when He wills, creation appear without the need for resources, and the sequence of fate and destiny are established.
The status that God Almighty has bestowed upon Insan is that they are the only individuals in the universe, who as vicegerents, can operate the universe created by Him and manage its administrative programmes, through His entrusted authority. Which means, God Almighty has bestowed the status of vicegerency upon Insan. It is the Attribute of Sovereignty that fulfils the requirements of vicegerency and deputation, and just as in worldly administration, there is an uncountable number of people that manage their respective domains. There are heads for the different domains of the universe too, and these domains are operative under their leadership.
I (Azeemi) was scribing the dictation on the book ‘Loh-o-Qalam’, from Abdul-e-Haq Huzoor Qalandar Baba Auliya (RA), when I put forth a question to him, “When God Almighty bestowed the deputation and vicegerency to Adam (PBUH), How can mankind manage things in the universe created by Him? Also, if the universe was already existing, and the decisions on one’s fate and destiny are pre-recorded, and the individuals in the universe are aware of the patterns of movements and pauses, what work does one do as a vicegerent?”
Abdal-e-Haq, Huzoor Qalandar Baba Auliya (RA) replied,
“The universe is consistently manifesting. In every instant and every moment, new planets form, and old plants explode. The people of God, who fulfil their responsibilities as vicegerents, oversee these matters. Their duty is that, when God Almighty assigns duties to His vicegerents when He wants to create something new in the universe, these special people of God define the patterns of fate and destiny, form and features, , movements and pauses of existence, and present them in the court of God. In administrative terms, we could understand this as follows: Almighty passes an ordinance, and His vicegerents create policies for the same. If God Almighty approves these policies, then countless other individuals who manage the administrative programmes, implement this system. In the programmes of Takveen, angels work alongside the vicegerents, however, they (angles) do not have any personal authority. By virtue of being the vicegerent of God Almighty, mankind rules the universe created by God. With the authority endowed by God, they manage the movements and pauses of the universe in an orderly manner and with fixed proportions. When God Almighty entrusted His deputation and vicegerency to mankind, He taught them all the secrets and mysteries pertaining to the structure, movements, pauses, and life within the universe, so that they can fulfil their duties of deputation and vicegerency.”
God says in the Holy Quran,
“And He taught Adam all the names.” (Quran 2:31)
